CHAPTER ONE

1.0 INTRODUCTION

A driver’s license, driver license, or driving license is an official document that states that a person may operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or a bus, on a public roadway without in-vehicle supervision. The laws relating to the licensing of drivers vary between jurisdictions. In some jurisdictions, a license is issued after the recipient has passed a driving test, while in others; a person acquires a license before beginning to drive. Different categories of license often exist for different types of motor vehicles, particularly large trucks and passenger vehicles. The difficulty of the driving test varies considerably between jurisdictions, as do factors such as age and the required level of practice.

BACKGROUND OF THE STUDY

A driving license is required in Nigeria by any person driving a vehicle on any highway or other road defined in s.192 Road Traffic Act 1988 irrespective of the ownership of the land over which the road passes thus including many which allow the public to pass over private land. Before obtaining the motor license, the applicant has to first of all, present the particulars of the car, which will be accessed. After that, he will be given a form to fill. The job of issuing a motor license to the vehicle owners is the work of the Federal Road Safety Commission (FRSC). Without the issuing of this license, the car/vehicle will not be allowed to ply on the road, and if anyone drives a vehicle that has no license, when arrested will be liable for prosecution by the provision of the law establishing highway rules and regulation. Therefore, for someone to obtain motor/vehicle license, the vehicle inspector must have to make sure that the entire document on the person’s possession is authentic.

1.2 STATEMENT OF THE PROBLEM

Driver’s licensing is a job that requires accuracy of data and this exercise is required for every new registration. So a lot of people bring their vehicle to licensing office for registration and driver’s licensing, hence, resulting in the large crowd that is always witnessed in licensing office. This was when the manual system was still in use. Therefore, going by this method of issuing a license to drivers, licensing officer’s encounter a lot of problems which includes:

Multiple Registrations
Delay in issuing a driving license to vehicle owners.
Irregular renewal of driver’s license
Loss of revenue by the government due to fake registration papers

OBJECTIVE OF THE STUDY

The objective of this study is to design a system that will assist Licensing Office to issue driver’s license to vehicle owners. So the new system will among other things:

Captures and stores data for driver’s license issuance.
Create a database for registering new driver’s license
Print driver’s license to vehicle owners.
Detect double registration

SCOPE OF THE STUDY

Licensing Office is responsible for collecting all the data related to driving licensing and renewing. This project work will cover all aspect of driver’s license registration and renewal.

SIGNIFICANCE OF THE STUDY

Driver’s license registration and renewal system have held confidentiality, integrity, and availability to be the core principles of information security. In the research work carried out, the following are some of the benefits the government will derive from the new system designed.

Confidentiality: The system attempts to enforce confidentiality by detecting double registration during transactions, and use it to track registration information.

Integrity: In an information system, integrity means that data cannot be modified undetectably. So, the system designed enables data protection from unauthorized users.

Availability: For any information system to serve its purpose, the information must be available when it is needed. The registration system developed is made available for remote access. Hence it is available for use at any time and from any location.

Authenticity: The data captured in the new system makes driver’s license registration and renewal authentic, as no two persons can share the same data. So, this will remove the issue of double registration.

LIMITATIONS OF THE STUDY

The research work is limited in various capacities:-

Time given for this research work was too short; hence I was unable to widen the scope of the research. Only few registration offices could be approached physically and during data collection thereby limiting the number of staff interviewed.

The procurement of classified documents from Road Safety Commission and the desired operators was a very difficult task.

Furthermore, many potential limitations were encountered during the process of this project work. These are

insufficient library materials for the research work,
the cost of paying for computer hour,
lack of power supply, and
Insufficient information from the case study.
