Full Project – LOCAL GOVERNMENT REVENUE AND COMMUNITY DEVELOPMENT IN ETHIOPE EAST LGA OF DELTA STATE
1.1 Background to the Study
Local government revenue plays a significant role in community development, particularly in regions like Ethiope East in Nigeria. According to Akindele and Olaopa (2002), local government revenue is the financial resources available to the local government, which is used to provide and maintain infrastructure and social amenities. In Ethiope East, these revenues are primarily generated from taxes, fees, fines, grants, and allocations from the federal and state governments.
A study by Oviasuyi, Idada, and Isiraojie (2010) found a significant relationship between local government revenue and community development in Nigeria. The study revealed that the efficient utilization of local government revenue could lead to improved infrastructure, better social amenities, and overall community development. However, the study also noted that corruption, mismanagement, and lack of transparency often hinder the effective use of these revenues in many local governments, including Ethiope East.
In a similar vein, Eboh, Okoye, and Onwuka (2006) argued that local government revenue could be a potent tool for rural development if properly managed. They noted that in Ethiope East, the local government has the potential to generate substantial revenue from its rich agricultural and mineral resources. However, they also pointed out that the lack of proper revenue management and collection strategies often leads to revenue leakages and underutilization.
On the other hand, a study by Orewa and Adewumi (1983) suggested that the over-reliance on federal and state allocations by local governments in Nigeria, including Ethiope East, has led to a lack of initiative in generating internal revenue. This over-reliance, they argue, has resulted in a lack of funds for community development projects and has hindered the local government’s ability to meet the needs of the community.
Furthermore, Ola (1984) posited that the lack of autonomy of local governments in Nigeria affects their revenue generation capacity and, consequently, their ability to drive community development. He suggested that granting more autonomy to local governments could enhance their revenue generation capacity and enable them to better serve their communities.
Local government revenue is crucial for community development in Ethiope East. However, issues such as corruption, mismanagement, over-reliance on federal and state allocations, and lack of autonomy often hinder the effective use of these revenues. Therefore, there is a need for reforms to address these issues and enhance the capacity of local governments to generate and utilize their revenues effectively for community development.
1.2. Statement of the Problem
The problem of local government revenue and its impact on community development is a pressing issue that needs to be addressed. According to Oates (1999), local government revenue is a critical factor in the development of local communities. However, there is a significant gap in the literature regarding the specific impact of local government revenue on community development, particularly in regions like Ethiope East.
A study by Bird and Smart (2002) highlighted the importance of local government revenue for community development, but it did not delve into the specific challenges faced by local governments in Ethiope East. The lack of adequate revenue generation mechanisms and the inefficient utilization of available resources are some of the problems that have been identified in the literature.
The problem is further compounded by the fact that local governments in Ethiope East are heavily dependent on allocations from the federal government, which are often insufficient and irregular (Prud’homme, 1995). This dependency hampers the ability of local governments to plan and implement development projects effectively.
Furthermore, the issue of corruption and mismanagement of funds is a significant problem that affects local government revenue and community development in Ethiope East. As highlighted by Fjeldstad and Semboja (2000), corruption and mismanagement of funds can significantly reduce the amount of revenue available for community development.
Another problem is the lack of capacity and skills among local government officials in Ethiope East to effectively generate and manage revenue. According to Shah (2006), the lack of capacity and skills is a major hindrance to the effective utilization of local government revenue for community development.
The problem of local government revenue and community development in Ethiope East is multifaceted and complex. It involves issues of inadequate revenue generation, inefficient utilization of resources, corruption, and lack of capacity and skills. More research is needed to fully understand the extent of these problems and to develop effective solutions.
1.3. Aim and Objectives of the Study
The aim of the study is to examine the Local government revenue and community development in Ethiope East LGA of Delta State. The specific objectives of the study are:

- What are the sources of local government revenue in the State?
- How efficient and effective is the local government in utilizing revenue for community development?
- What are the challenges faced by local governments in generating revenue for community development?
1.5. Research Hypothesis
The hypothetical statement for the study is buttressed below:
HO: Local government revenue has no significant effect on community development initiatives
H1: Local government revenue has significant effect on community development initiatives
1.6. Significance of the Study
The study of local government revenue and community development is significant as it provides an in-depth understanding of how local government funds are utilized for the betterment of the community. It sheds light on the critical role that local government plays in fostering community development through the allocation of its revenue. This understanding can help in the formulation of policies and strategies that can enhance the effectiveness of local government in promoting community development.
This study is also significant as it can reveal the sources of local government revenue. By identifying these sources, the study can provide insights into the potential areas that can be tapped for increasing local government revenue. This can, in turn, lead to increased funds for community development initiatives, thereby contributing to the overall development of the community.
Furthermore, the study can assess the efficiency and effectiveness of local government in utilizing revenue for community development. This can help in identifying the areas where the local government is performing well and the areas where improvements are needed. Such an assessment can contribute to the improvement of local government performance in terms of revenue utilization.
The study is also significant as it can help in understanding the challenges faced by local governments in generating revenue for community development. By understanding these challenges, measures can be taken to address them, thereby enhancing the ability of local governments to generate revenue for community development.
Additionally, the study can contribute to the existing body of knowledge on local government revenue and community development. It can provide new insights and perspectives that can enrich the understanding of this topic. This can be beneficial for researchers, policymakers, and practitioners in the field of local government and community development.
Lastly, the study can have practical implications. The findings of the study can be used by local governments to improve their revenue generation and utilization strategies. This can lead to more effective and efficient community development initiatives, thereby improving the quality of life of the community members.
1.7. Scope of the Study
The study examines Local government revenue and community development in Ethiope East LGA of Delta State. The study is restricted Ethiope East LGA of Delta State.
1.8. Operational Definition of Terms
- Local Government: This refers to the public administration of towns, cities, counties, and districts. It’s the level of government closest to the people and serves as a public institution where decisions on local public matters are made. Local governments typically have powers and responsibilities related to areas like education, public transportation, public safety, and health services.
- Revenue: In the context of local government, revenue refers to the income that the government earns from its various sources. This could include taxes (property tax, sales tax, etc.), fees (like license fees, permit fees), fines, grants, and other forms of income. This revenue is used to fund public services and infrastructure.
- Community Development: This is a process where community members come together to take collective action and generate solutions to common problems. It often involves improving local services, housing, or employment opportunities. Community development seeks to empower individuals and groups by providing them with the skills they need to effect change in their own communities.
