CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Local government revenue plays a significant role in community development, particularly in regions like Ethiope East in Nigeria. According to Akindele and Olaopa (2002), local government revenue is the financial resources available to the local government, which is used to provide and maintain infrastructure and social amenities. In Ethiope East, these revenues are primarily generated from taxes, fees, fines, grants, and allocations from the federal and state governments.

 

A study by Oviasuyi, Idada, and Isiraojie (2010) found a significant relationship between local government revenue and community development in Nigeria. The study revealed that the efficient utilization of local government revenue could lead to improved infrastructure, better social amenities, and overall community development. However, the study also noted that corruption, mismanagement, and lack of transparency often hinder the effective use of these revenues in many local governments, including Ethiope East.

The lack of adequate revenue generation mechanisms and the inefficient utilization of available resources are some of the problems that have been identified in the literature.

 

The problem is further compounded by the fact that local governments in Ethiope East are heavily dependent on allocations from the federal government, which are often insufficient and irregular (Prud’homme, 1995). This dependency hampers the ability of local governments to plan and implement development projects effectively.

 

Furthermore, the issue of corruption and mismanagement of funds is a significant problem that affects local government revenue and community development in Ethiope East. As highlighted by Fjeldstad and Semboja (2000), corruption and mismanagement of funds can significantly reduce the amount of revenue available for community development.

 

Another problem is the lack of capacity and skills among local government officials in Ethiope East to effectively generate and manage revenue. The hypothetical statement for the study is buttressed below:

HO: Local government revenue has no significant effect on community development initiatives

H1: Local government revenue has significant effect on community development initiatives

 

1.6.  Significance of the Study

The study of local government revenue and community development is significant as it provides an in-depth understanding of how local government funds are utilized for the betterment of the community. It sheds light on the critical role that local government plays in fostering community development through the allocation of its revenue. The study examines Local government revenue and community development in Ethiope East LGA of Delta State. The study is restricted Ethiope East LGA of Delta State.

 

1.8.  Operational Definition of Terms

  1. Local Government: This refers to the public administration of towns, cities, counties, and districts. It’s the level of government closest to the people and serves as a public institution where decisions on local public matters are made. Local governments typically have powers and responsibilities related to areas like education, public transportation, public safety, and health services.

 

  1. Revenue: In the context of local government, revenue refers to the income that the government earns from its various sources. This could include taxes (property tax, sales tax, etc.), fees (like license fees, permit fees), fines, grants, and other forms of income.
