CHAPTER ONE

INTRODUCTION

• Background to the Study

E-learning facilities have become an integral part of the educational system, particularly in secondary schools in Lagos State. The integration of these facilities has significantly transformed the teaching and learning process, making it more interactive, engaging, and efficient (Adeyemi & Olaleye, 2010). The use of e-learning facilities such as interactive whiteboards, educational software, and online learning platforms has not only enhanced the quality of education but also improved school management. These facilities provide a platform for effective communication, collaboration, and resource sharing among teachers, students, and school administrators).

The effectiveness of school management in Lagos State secondary schools has been linked to the adoption and use of e-learning facilities. According to a study by Aina (2013), schools that have integrated e-learning facilities into their management system have reported improved administrative efficiency, better resource management, and enhanced academic performance. The study further revealed that e-learning facilities provide a platform for effective monitoring and evaluation of both teaching and non-teaching staff, thus promoting accountability and transparency in school management.

However, the adoption and use of e-learning facilities in secondary schools in Lagos State are not without challenges. A study by Adeyemi and Olaleye (2010) identified inadequate infrastructure, lack of technical skills among teachers and students, and poor internet connectivity as some of the major challenges hindering the effective use of e-learning facilities in these schools. These challenges, if not addressed, could undermine the potential benefits of e-learning facilities in enhancing school management.

Despite these challenges, the Lagos State government has made significant efforts to promote the use of e-learning facilities in secondary schools. These efforts include the provision of e-learning facilities in schools, training of teachers on the use of these facilities, and the establishment of ICT centers in schools (Adeyemi & Olaleye, 2010). These initiatives have not only improved the quality of education but also enhanced the management of schools.

The role of e-learning facilities in effective school management cannot be overemphasized. As the world becomes increasingly digital, it is imperative for secondary schools in Lagos State to fully integrate these facilities into their management system. This will not only enhance the quality of education but also improve the efficiency of school management.

E-learning facilities have the potential to significantly improve school management in secondary schools in Lagos State. However, for these facilities to be effectively utilized, there is a need for continuous training of teachers, provision of adequate infrastructure, and improvement in internet connectivity. Future research should focus on exploring innovative ways of integrating e-learning facilities into school management to enhance the quality of education.

• Statement of the Problem

The problem of integrating e-learning facilities into secondary schools in Lagos State is a multifaceted issue. The first aspect of the problem lies in the lack of adequate infrastructure to support e-learning. According to Aina (2013), many secondary schools in Lagos State lack the necessary technological infrastructure, such as reliable internet connectivity and modern computer systems, which are essential for effective e-learning.

The second aspect of the problem is the lack of technical skills among both students and teachers. Oye, Salleh, and Iahad (2012) found that many teachers in Lagos State secondary schools lack the necessary skills to effectively use e-learning facilities. This lack of technical skills among teachers can hinder the effective implementation of e-learning in schools.

The third aspect of the problem is the lack of adequate funding. E-learning facilities require significant financial investment for procurement, maintenance, and upgrading. However, according to Olibie (2015), many secondary schools in Lagos State are underfunded, which hinders their ability to invest in e-learning facilities.

The fourth aspect of the problem is the lack of a supportive policy framework. According to Aina (2013), there is a lack of clear policies and guidelines on the integration of e-learning in secondary schools in Lagos State. This lack of policy support can hinder the effective management of e-learning facilities in schools.

The fifth aspect of the problem is the resistance to change. According to Oye, Salleh, and Iahad (2012), there is a significant resistance to the adoption of e-learning among teachers and students in Lagos State secondary schools. This resistance can hinder the effective implementation of e-learning in schools.

The sixth aspect of the problem is the lack of research on the effectiveness of e-learning in secondary schools in Lagos State. According to Olibie (2015), there is a lack of empirical evidence on the effectiveness of e-learning in improving student performance and school management in Lagos State secondary schools. This lack of research can hinder the effective implementation and management of e-learning facilities in schools.

• Aim and Objectives of the Study

The study examines E-learning facilities and effective school management of secondary schools in Lagos State. The specific objectives of the Study are:

1. To examine the current state of e-learning facilities in secondary schools in Lagos State.
2. To assess the effectiveness of school management in implementing and maintaining e-learning facilities.
3. To identify the challenges faced by secondary schools in Lagos State in integrating e-learning facilities.
4. To determine the impact of e-learning facilities on the academic performance of students in secondary schools in Lagos State.
5. To propose strategies for improving the integration and use of e-learning facilities in secondary schools in Lagos State

1.4 Research Questions

The following research questions are stated below:

1. What is the current state of e-learning facilities in secondary schools in Lagos State?
2. How effective is the school management in implementing and maintaining e-learning facilities in secondary schools in Lagos State?
3. What are the challenges faced by secondary schools in Lagos State in integrating e-learning facilities?
4. What is the impact of e-learning facilities on the academic performance of students in secondary schools in Lagos State?
5. What strategies can be proposed to improve the integration and use of e-learning facilities in secondary schools in Lagos State?

1.5 Research Hypothesis

The hypothetical statement for the study is buttressed below:

Ho: School management has no significant impact in implementing and maintaining e-learning facilities.

H1: School management has significant impact in implementing and maintaining e-learning facilities.

1.6 Significance of the Study

The significance of the study on e-learning facilities and effective school management in secondary schools in Lagos State is manifold.

Firstly, this study will provide a comprehensive understanding of the current state of e-learning facilities in secondary schools in Lagos State. This is crucial as it will provide a benchmark for assessing the progress and effectiveness of e-learning implementation in these schools. It will also highlight areas that need improvement, thereby guiding policy and decision-making processes (Adeyemi & Olaleye, 2010).

Secondly, the study will assess the effectiveness of school management in implementing and maintaining e-learning facilities. This is significant as it will identify the strengths and weaknesses of the current management strategies, providing insights into what works and what doesn’t. This will help in the development of more effective strategies for the implementation and maintenance of e-learning facilities (Oye, Salleh, & Iahad, 2011).

Thirdly, the study will identify the challenges faced by secondary schools in Lagos State in integrating e-learning facilities. This is important as it will provide a clear picture of the obstacles that schools face in their quest to integrate e-learning, thereby informing the development of solutions to these challenges (Aduwa-Ogiegbaen & Iyamu, 2005).

Fourthly, the study will determine the impact of e-learning facilities on the academic performance of students in secondary schools in Lagos State. This is significant as it will provide empirical evidence on the effectiveness of e-learning in improving academic performance, thereby justifying the investment in e-learning facilities (Alenezi, Abdul Karim, & Veloo, 2010).

Fifthly, the study will propose strategies for improving the integration and use of e-learning facilities in secondary schools in Lagos State. This is crucial as it will provide practical recommendations that can be implemented to enhance the effectiveness of e-learning in these schools (Olibie & Obidike, 2013).

Lastly, the findings of this study will contribute to the body of knowledge on e-learning and school management, thereby providing a reference for future research in this area (Oye, Salleh, & Iahad, 2011).

1.7 Scope of the Study

The study examines E-learning facilities and effective school management of secondary schools in Lagos State. The study is limited to five selected secondary schools in Yaba, Lagos.

1.8  Operational Definition of Terms

E-learning: E-learning, or electronic learning, refers to the use of digital tools and technologies to access educational curriculum outside of a traditional classroom. It involves the use of a computer or electronic device (such as a mobile phone) in some way to provide training, educational or learning material.

E-facilities: E-facilities refer to the electronic resources, tools, and infrastructures used to deliver, support, and enhance teaching, learning, and administrative activities. These can include computers, projectors, software, internet connectivity, and digital learning platforms.

School Management: School management refers to the process of planning, organizing, directing, and controlling school resources and activities to achieve the objectives of the educational institution. It involves the application of management principles in the administration of the school, and includes functions like formulation of policies, budgeting, coordination among various departments, quality control, and interaction with students and parents.

Secondary School: Secondary school is a term used to describe an educational institution where the final stage of schooling, known as secondary education and usually compulsory up to a specified age, takes place. It follows elementary or primary education, and may be followed by university (tertiary) education. In the context of Nigeria, secondary schools are typically divided into Junior Secondary School (JSS) and Senior Secondary School (SSS).
