                                                  CHAPTER ONE

INTRODUCTION

The term computer has become the world’s most useful means of communication among organizations, companies and the world at large.

A computer is a machines or device, which accepts data (raw) as an input, process it and brings out the result which is known as output.

Fergus U. Onu (2006). Defines computer as an electronic device or machine which works under the control of stored software (operating system), automatically, processing the data giving output or stores as future reference

Oba and Ikpe (2009), sees audit as independent examination of the financial statement of an organization by an appointed auditor in pursuance of that appointment and compliance with any relevant statutory obligations.

Here, the purpose of auditing is to give the ledger the financial statements to the owners of the company or organization that they work for, at the end of a period called financial year.

In some years back, manual auditing of financial statement of an organization brought a lot of problems in Abia State Government System due to human errors and storage capacity, thus, leading to introduction of computer-based auditing.

1.1              BACKGROUND OF THE STUDY

Some years back, a lot of impediments have risen as a result of manual auditing in Abia State Administrative System.

• STATEMENT OF THE PROBLEM

The problem in Abia State Administrative System is the manual method of auditing records that leads to time wastage and a lot of paper work and files.

• OBJECTIVE OF THE STUDY

The main objective of this investigation is to identify the application of computer auditing in Abia State administrative System.

• SCOPE OF THE STUDY

This investigation will help to initiate the use computer auditing system in  Abia State administration.

• SIGNIFICANCE OF THE STUDY

This investigation will serve as a reference guide for Abia State administrative System particular and Nigeria in general as well as students studying political science. It will also add to the numerous materials in the school library.

• LIMITATON OF THE STUDY

The major limitation to this project work is time and financial constraints to travel to Abia State in order to monitor the way they conduct auditing system and compare and contrast their capabilities.

• DEFINITION OF TERMS

GOVERNMENT: this is term used to refer to a group of individual with rules and orders, guiding people welfare, oversees, proving and protecting the interest of the mass and to preserve their integrity.

STATE GOVERNMENT: is the government of a sub national entity in a federal form of government, which shares political power with the federal government. A state government may have some level of political autonomy, or be subject to the direct control of the federal government.

COMPUTER SYSTEM:

This is an electronic device which is capable of accepting inputs, processes it, and gives out a desired output. Some of the texts are,

• Electronic numerical integrator and collector (ENIAC).
• Electronic delay storage automatic calculator (EDSAC).

AUDIT: This is the independent examination of financial statement of an organization by an appointed auditor in pursuance of the appointment and in compliance with any relevant statutory obligations.

AUDITOR: This is an individual or firm carrying out the audit of a company.

ADMINISTRATION: The act or process of administration, especially the management of the government or large institutions or the activity of a government or state in the exercise of its powers and duties

LEDGER: This is a book in which the monetary transactions of a business are posted in the form of debit and credit.

EXPENDITURE: The act of expending something, especially funds, disbursement and consumption.

UML: Unified modeling language is a way of visualizing a software program using a collection of diagrams. it includes activity diagram, class diagram, E-R diagram, component diagram, deployment diagram, use case diagram e.t.c

ORGANISATIONAL CHART: This is diagram that shows the structure of an organization and the relationship and the relative ranks of its parts and positions
