CHAPTER ONE

1.1            BACKGROUND OF THE STUDY

In 1976, a uniform system of local government reforms of 1976, the primary motive is to take development direct from the center to the people at the rural area through the local government.

Hence the same reforms (1976:1) describes local government as tool for rural development.  Some of these motive are the conscious attempt of the federal government to involve people in the management of their rural affairs through which the human and material resources of the rural dwellers can be effectively mobilized, tapped and advanced into industrialization process.

Some Nigeria started existing as a nation development has been taking place especially in the urban areas, for the fact that man often craves for what is good, it is often that people usually rush to urban areas where there are provision for the comfort and welfare of man by way of social amenities and the infrastructure provision.

This exodus of people is necessitated by the fact that rural area are often neglected on terms of development but those who rush to develop (urban) areas seem to have forgotten that there is every need to develop the rural area because they are bases, the beginning and also terminal destinations.

Odenigwe (1979:4) postulated that the rural subsection of the economy is endowed with abundant natural resources un-harnessed for this to be harnessed would required integrating rural people in the rural development exercise through the provisions of small scale industries of different types. He defines industrialization as an integrated process of developing industries that would extract manufacture or convent raw material into finished goods and  services.

 1.2              PROBLEMS ASSOCIATED WITH INDUSTRALIZATION IN THE RURAL AREAS

Inadequate capital: It is very difficult to raise sufficient fund in the rural area when income is low.  The propensity to consume it will be high, the state and central government spend so much on urban development and industries in the rural area because it citizen needs all those things for a better line hood.

LACK OF SKILLED WORKERS:         There are few of business men, they are forced to empty men from the urban centers because they are forced to empty men from the urban centers because they are well trained and better equipped as result skilled workers are not formed found in the rural areas.

SOME MARKET FOR INDUSTRIAL GOODS:    Many people are drive in poverty and penury, there fore industries produce goods that can be bought nearly by every body example, shoes, plastics, utensil, clothes etc through population is high but people lack the necessary purchasing power.

SHORTAGE OF CERTAIN MATERIALS:           Some law materials are not produce in the rural area, this fact militates against the setting up of some industries.

INADEQUATE USE OF RESEARCH FINDINGS:               The present day problems has changed from inadequate research findings to inadequate use of the one’s made available by various research institutes like federal institute of industrial research Oshodo (FIRO) the project development institution Enugu (PDIE) etc.

1.3           PROBLEMS THAT THE SEARCH WILL BE CONCERN: 

CONCERN:     In a country such like ours where a beauroctacy act as constraints in the flow of information and where there is inaccurate data and statistics, there really here to be a problem.

 LACK OF ADEQUATE DATA:

Adequate data have not been gathered about rural industrialization nor do we have enough statistics about it.

FINANCIAL CONSTRAINTS:               The rising cost of living implicated the cost of embarking on a through research work, it is too costly to embark on a through research work.

LACK OF RESEARCH SKILLS:

PROBLEM OF SECRECY

Most information meant for public consumption is some times tagged secret there by restraining our ability to have all the necessary information or data needed to the subject matter.

1.4           PURPOSE OF THE STUDY THE AREA:

The purpose of the study is to investigated how authorities concerned have managed rural development through industrialization process by accessing the number, the extent and types of industries the established in Agwu local government.

The study is also to review industrialization process under taken in the past and present in the local government with a view to see its stability or otherwise.

The research is to profess some possible ways of solving the problems and through this study make recommendations where necessary and applicable.

1.5           DEFINITION OF STUDY:

One cannot know enough of what rural industrialization management is all about without knowing the meaning of the key words under this colour.

 RURAL AREA:      This is the interior or remote parts of an area which the central government wants to develop by creating local council for the area, this part of the state is normally dominated by the farmers of different kinds, usually this people are always in need of   one thing or another from the central authority (government) which is common in the urban centers, invariably, it can still be called the country hour

INDUSTRILIZATION:       Industrialization is the process of increasing the size of economic activities in manufacturing, mining, construction services, electricity, gas, water.  It is the process of developing mechanized processes involving technological  economic, social and cultural changes in a society.

Mean while there are some traditional industries such as pattery basket and mart weaving or marketing, dying and mental works, these industrial progress is usually  show in the rural areas, this is because income per head is low since saving there are low, it will be difficult to accumulated capital savings or generate income when is high,  marginal propensity to save is high also, government are not interested in the development of the urban through the provision reed industrial equipment or material and manpower.

In managing rural industrialization, there are always some kind of division of labour or tasks, these tasks is to be carried out by various class of people in the rural area. For example during the course of the work we were able to find out that almost all the rural electrification has been vandalized by the hoodlums in that area developing and industrializing and area is one thing, protecting and keeping those things are another thing.

The focus area is Agwu local government area, Enugu state.  It covers rural development, how it can be managed through industrialization process.

The study is to identify factors  militating the provision of rural infrastructures and enabling environment for business to flourish.
