CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Undeveloped and developing nations have suffered greatly as a result of insufficient data or information, which, in most cases, consists of data inaudibility. The key to excellent management is structured, coordinated, and adequate relevant data. This finding supports the database ideal, which emphasizes the significance of providing relevant and adequate data or information to the user.

According to French (2000), consumers urgently need far piece of information that would be of tremendous help to them in their company; hence, a database in any organization or structure is highly important to the organization. Data may be kept in a database, which may directly involve a data and offer descriptive information about the data contained in the database and how to retrieve them.

The term database is frequently used as a synonym for information. A database is often made up of data from many databases, although it can also be a collection of related information.

Many years of study have offered overwhelming evidence that education is a critical role in developing growth. However, one of the most difficult educational tasks is maximizing student learning in educational institutions with limited resources. This necessitates continuous monitoring and assessment of the educational learning system through the collection and examination of data and information utilized in the process of educational decision making. The purpose of information-based decision making in education system administration is to improve access, efficiency, effectiveness, equity, and quality of education through effective systems of monitoring and evaluation, budgeting and planning, and policy research and analysis. Education management information systems (EMIS) facilitate informed choices by providing required data and information and promoting an atmosphere in which the need for this information drives its utilization. In their support of educational management functions across the education system, integrated data and information systems are at the heart of EMIS development. The generation of educational data and information is a fundamental pillar around which this framework of information-based decision-making is formed.

1.2 STATEMENT OF THE STUDY

Many government organizations and establishments, as well as some private establishment management and preservation, have seen the benefit of having an information database in light of technological evolution over the years, but little attention has been paid to this phenomenon in the field of education. With the progress of the compiler, database and its management system have become well-known. Few organizations and establishments have become aware of this notion and have begun to use it, whilst others have remained unaware. As a result, the administrative, admission, and information management department post-primary educational database is inspected and studied on this basis, with the following concerns in mind:

According to Anyanwu (2015), if secondary education software can be built, it will assist administrators in maintaining databases of admission, graduation, academic performance, and dropout difficulties by monitoring the rate of enrollment compared to school leavers. Okeke (2019) said that the quantity of applications for education administrations is increasing geometrically as the day progresses, resulting in a little delay in record processing. Thus, due to the growing size and complexity of the establishment, time consumed and wasted in the retrieval of required file or records, stocks vomiting search process, lost of records in transit during a search process, the method of updating files makes the while exercise being and cumbersome are all problems glaring at Nigeria education system; thus, software development for secondary education is required to maintain international standards. Upon this premise that the researcher seeks to examine the impact of database development on secondary education management

1.3 OBJECTIVE OF THE STUDY

The broad objective of this study is to examine the  impact of database development on secondary education management. Specifically, the study will cover other objectives thus:

i.          To determine the nature of education operation in Nigeria Secondary education

ii.        To establish the implications of manual system of operating secondary education.

iii.      To ascertain whether the development of electronic database will improve management of secondary education.

iv.      To investigate the significant benefit of  database development on secondary education management.

1.4 RESEARCH HYPOTHESES

The study is guided by the following hypotheses:

Ho1: There is no implication of manual system of operation on secondary education.

Hi1: There is a significant  implication of manual system of operation on secondary education.

Ho2: The development of electronic database will not improve management of secondary education.

Hi2: The development of electronic database will not improve management of secondary education.

1.5 SIGNIFICANCE OF THE STUDY

Finding of the study will be of significance to government, educations stakeholders and school administrators as it will enlighten on the need to investigate and design a computer based operation system in replacement of the present manual system of operating in by inculcating the efficiency of database to information management and data processing in areas of data upkeep, retrieval validation, storing, updating and verification in secondary education. This is because software development will  speed up  the processing storing and retrieval of information, improve decision making by reducing processing time as well as reducing communication gap between the staff and the public,  promote efficient handling packages, reducing human error and improving confidentially of files and records and bring to a  halt the manual rendering service and administration in secondary education. The study will also contribute to the body of the existing literature and serve as reference material to scholars and student who wishes to conduct further studies on this topic.

1.6 SCOPE OF THE STUDY

The scope of this study borders on the  impact of database development on secondary education management.This research work critically explores the possible ways of creating a database application, that will be used in the institution and create a reliable information base system for the schools. The work will also help to reduce thee paper flow in the offices. The study is however delimited Lagos State Secondary  Education Board.

1.7 LIMITATION OF THE STUDY

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. The significant constraint was the scanty literature on the subject owing that it is a new discourse thus the researcher incurred more financial expenses and much time was required in sourcing for the relevant materials, literature, or information and in the process of data collection, which is why the researcher resorted to a limited choice of sample size covering only staff in  Lagos State Secondary  Education Board. Thus findings of this study cannot be used for generalization for other states within Nigeria. Additionally, the researcher will simultaneously engage in this study with other academic work will impede maximum devotion to the research. Howbeit, despite the constraint  encountered during the  research, all factors were downplayed in other to give the best and make the research successful.
